Upgrade postgres jdbc driver to 42.1.4 #56

As postgresql-9.3-1102.jdbc41.jar is 2 years old, upgrade to the latest postgres JDBC driver - 42.1.4
should be made. Noticeables:

Notes: https://jdbc.postgresql.org/documentation/changelog.html#version_42.1.4
Support for PostgreSQL versions below 8.2 is dropped.
