initial NLP Web64 prototype

What is this?

A test Docker file and readme based on https://github.com/web64/nlpserver/pull/6/files to add NLP capabilities for Strawberry Runners.

This is going to serve as the base to run a strawberryRunner Post processor for Entity Extaction and Sentiment analysis amongst other. Idea is to develop the basic interaction through https://github.com/web64/php-nlp-client to process and inject into SBF entities coming from OCR/PDF Text extraction and WebArchive Text extraction. Since we plan on having this as a post process most likely all data will go into Solr first as part of the Flavor Search API source. Further work and development can be done to push data as part of the Metadata (or can be done both at the same time?)
