Description

EIP-7623 proposes adjusting the calldata cost to reduce the maximum possible block size.

No diff for L2 is needed, calldata costs can be adopted directly.

opening again, to let @protolambda have a look. if included, needs a noop spec (spec stating no diff from L1) before closing.
