We need to establish a BaseURL constant for $resource, and possibly other config options that may be needed to allow MyHonors to work on any website.

Although we may be able to resolve the $resource issue by removing the base URL from the parameter and using a relative link.

The Firebase location URL in assets/js/firebase.js also needs to be moved into the config file.
