Need a method to see who is spamming reactions (and unreacting)

also, depending on how we implement reaction roles, the setrole calls could go through a queue table, and the react/unreact operation can set the "last desired state" of the given reaction (as well as likely the count of changes), until the processor gets to that row and does the add/remove role as necessary
