Bot needs to react with the Zotac logo each time Zotac is said in chat.

This is the basis of an autoresponder system. We'll need to store the text we're looking for (exact/wildcard? Regex?), the expected output (text, reaction, or both?), and optionally restrictions on roles/channels.

Another potential idea to reduce some of the spam we've seen previously, is implement a "timeout" where this won't respond within X seconds of a previous response
