Turns out that the sync job was broken (which I hot-patched via git-for-windows/git-sdk-64@0dad151), and that hid a plethora of other problems:
ci-artifacts is broken (cannot find Tcl's init.tcl when trying to generate the translations, which most likely means that gettext is no longer working correctly)
However, I am quite impressed with the amount of challenges we're facing this late in the release cycle, and due to the interesting timing that overlaps with so many contributors' holidays I am doubtful that -rc0 and -rc1 have seen remotely sufficient testing, so I've decided to give this some extra time to test manually, tomorrow.
Yes, this will delay Git for Windows v2.48.0-rc2, and the final Git for Windows v2.48.0, too.
