Unable to create vpcs if part of the topology has been edited/removed #301

@pau-hedgehog I'd say it was kinda by design when I was implementing it. Can you describe the use case?

Yes, I just raised it to discuss if it's worth adding this option. I still want to test connectivity after modifying the fabric
