Problem

Blockscout is an open source EVM explorer.
It currently has no support for Hedera but there shouldn't be anything technically blocking

They also support contract verification, so I guess we could also validate that verifying a contract using a local instance of Blockscout works as well (they are part of the Verifier Alliance, https://verifieralliance.org/who.html).

They provide a form to add new chains https://airtable.com/appei1B8KwfA8kfol/pag9lBN2gDqhVSom7/form.

@nadezhdapopovaa Let's take this sprint to begin rounding of the EPIC with a clear list of the challenges and we can determine what can be done short term and what requires future scheduling
