[Uber EPIC] Relay Refactor

Problem

The relay like many great projects was build on a time crunch and has seen a lot of additional functionality that were not originally envisioned.
As such there are many opportunities for improvements in layout

Solution

Explore and conduct a refactor to improve code layout and developer experience. This should have many benefits on development velocity and knowledge sharing.
In particular the layout should employee a more structures architectural layout e.g controllers, services etc

A few areas have been considered in the past that remain in the backlog
