feed is unmaintained: its developer's account has seen no activity since May 2014 and the repo itself hasn't been touched since October 2013.

It would be great if somebody could pick it up here or in Stackage: a few packages (gitit, git-annex...) currently don't build because of it.

@dcoutts Can you please clarify: Do you admins decide on a case by case basis how long to wait before a takeover? What do you think is a reasonable duration in this case?

I thought we could do an NMU in a two week timeframe regardless short of a full takeover? I'd be happy to see one here. I'll kick off an email thread about pinning down a takeover timetable.

Thanks @joeyh. I rebased this to make the commit history clearer and added a changelog entry. I also removed the travis file, I think we should keep NMU's as small as possible.

This adds the time-locale-compat dependency from my PR, I consider that better than CPP, any thoughts on that?

Hi, sorry for dropping the ball on this package. I don't think SOF is actively involved with maintaining it anymore, so I'd be happy for Adam to take over maintenance. Generally I am taking care of orphaned open-sourced Galois packages (this was one of them), but I didn't realize that there was a second repo for it on SOF's git-hub, and I also don't have too many spare cycles, so Adam's help is much appreciated!
