Update workflows to account for change in GitHub runners

Hello all,

Due to updates in GitHub’s ubuntu runners, it is important to update your workflow files for your hubs as soon as possible. We have details about the issue in hubverse-org/hubverse-actions#30
If you have not customized your workflows, use the hubCI package to update your workflows:

library("hubCI")
use_hub_github_action(name = "validate-submission")
use_hub_github_action(name = "validate-config")
use_hub_github_action(name = "cache-hubeval-deps")
use_hub_github_action(name = "hubverse-aws-upload”)

If you have customized your workflows, you will need to change “ubuntu-latest” to “ubuntu-22.04”
