workspace dispatcher parameter similar to touchpad workspace-swipe rule #9087

Description

While using touchpad to change workspace:

swipe lef/right shows workspaces that have window and skips empty workspace,
reaching right end created a new empty workspace
reaching left end stops trackpad gestrue

Currently none of the workspace-parameters have this behaviour -> https://wiki.hyprland.org/Configuring/Dispatchers/#workspaces
