Unable to import dataset that is not in utf-8 format

I was attempting to import a dataset and I got the error message below. I was only able to import the dataset successfully after translating it to utf-8 format.

Client error: GET http://localhost:8000/jobs/job-1697033523.003535 resulted in a 400 Bad Request response: {"detail":"'utf-8' codec can't decode byte 0x92 in position 3: invalid start byte"}
