Fix removal issue in visualizer

The delete all markers msg may not get through given we publish something else instantly

So, we can do a few things to solve this:

Publish the remove markers msg alone, once every XHz. The arrows may "flicker" but then all arrows will be removed
Have a vector of active_cars, which compared against existing_cars, is used to delete only those cars which have exited
