local.properties里设置了ndk的本地路径

这个问题这两天老复现，本来解决了一次（忘记怎么解决了）但在集成这个项目的时候又出了问题，又重新跑了一次又复现了，然后改了半天没改好，放了半天不知道怎么自己又好了。

ndk版本太高了吧

ndk版本21.1.6352462是可以的
