Entity extraction based on official registers

Is there a pattern for showing how to use baleen to extract entities that are defined in the various official UKGov registers?

For example, if I wanted to match country or nationality or territory by name, and associate them with the country code identified in the appropriate register?

Could a similar approach be used to tag documents using terms and identifiers from the Parliament/HoC Library Thesaurus? (I'm quite interested in a workflow that could be used to demonstrate such tagging using documents collected in various Parliamentary datasets.)
