This is a meta issue to track the work required to implement #179 as well as provide a ruleset to migrate a .NET Framework application to .NET 8.

To summarize, for this issue to be complete:

  1. kantra analyze command must handle a cross-platform .NET project
  2. kantra analyze command must handle a windows-only .NET Framework project (when run on a Windows host with docker installed)
  3. Rulesets exist, and are available, for analyzing the .NET Framework (windows-only) project targetting .NET 8
