지금 external IP은 loxi-ccm에서 관리 & 할당하고 있음.
이런 경우 loxi-ccm이 멀티 클러스터를 지원하기 힘듬.
external IP를 loxilb에서 관리하거나, loxilb에 등록된 external IP를 체크하는 식의 로직이 필요함.
