Communication: Cannot recreate channel with same name after deletion

Describe the bug

After deleting a channel, attempting to create a new channel with the same name (either with the same or different settings) does not work unless the page is refreshed.

To Reproduce

1. Go to Communication section of a course
2. Click on the plus button at the top of the sidebar
3. Create a channel.
4. After the channel is created, delete it by navigating to its settings.
5. Attempt to create a channel with the same name and notice that it is not created.

Expected behavior

After deleting a channel, it should be possible to create a new channel with the same name without needing to refresh the page.
