Right now we avoid conflict by using cookbooks-1, cookbooks-2, etc.

Would be helpful to have some sort of indicator like cookbooks-1-local, cookbooks-3-berkshelf, etc.

This way we don't have to work backwards to reason about where a given cookbook came from.
