Hi
The linux bootstrap script here hardcodes the package list. This list of packages is not installable on Ubuntu 16.04 causing knife bootstrap to silently fail.

If you drop libopenssl-ruby & irb from that list, knife bootstrap should succeed.

I would have expected it to use debianoid_omnibus_install but I can give it a try.

Is it just a stock Ubuntu 16.04 you're working with?

I'm using whatever 16.04 image these guys have https://www.scaleway.com/ for their ARM servers

Ah, probably because this check fails since it's not x86 :)

This list also needs libffi-dev now :)
