🚀 Describe the new functionality needed

Context

We have set up GitHub workflow for nightly testpypi packages releases, and would like to do the same for PyPi releases

Needed

Set up Github workflow for official PyPi release packages on tag trigger, workflow should also trigger release for llama-stack-client-python & llama-models packages.

💡 Why is this needed? What if we don't build it?
