Is it safe to prune container image versions (i.e. delete the tags/manigest from the ACR), once all resources have upgraded to a later version? (i.e. the TRE won't try and pull old container versions for any other reason?)

Not that I'm aware of, as long as layers are retained that are used by later versions.
