Description of the new feature / enhancement

Microsoft Keyboard Layout Creator is not compatible in win11, if there's a tool in PowerToys, it would be definitely cool for keyboard diy. So far, powertoy already has key remapping function, adding this could make it stronger, a custom keyboard can type in different language alphabet and different layout.

Scenario when this would be used?

Type writing, typing for language learning.

I have a Dell XPS 13 with the Snapdragon X Elite and I would like to know if there is a compatible ARM version of Microsoft Keyboard Layout Creator. The application emulates well, but I have difficulty with the compiled keyboards it creates since they are not native for ARM. Is there any way to solve this, given that I have a .klc keyboard configuration file that I would like to use? Thank you in advance.
