Missing artifact C:\ConfigurationPackages' in BC26x #3779

When testing out pipeline with BC26x (Insider build) I noticed this artifact is missing:
'C:\ConfigurationPackages' inside the container.

Its no longer available. We use a basic package to have some setup data for the unittests.
Is this by design?
