[Notification] Non-update icon flickers during update

Steps to reproduce

1. Before being able to reproduce this bug, you should change notification and always-on display settings as follows:
   • Turn on always-on display.
   • Dismiss any non-silent notifications
   • Make sure update notifications and some other dummy (such as extension update) notifications are ON and are not on 'silent'
   • Note: This originally occurred on a device that supports low refresh rate (1 Hz) during sleep with always-on display.
2. Get notification for something other than library updating (such as an update for an extension, used in this example.)
3. Wait for or trigger an update.
4. Put the phone to sleep (This may put the screen in a low-refresh rate mode)

Expected behavior

While the update is running, the icon for the Mihon notifications should stay on screen, since the extension update has not been dismissed.

Actual behavior

The notification icon keeps the 'extension update' icon, however flickers during the progress updates for the library update, appearing as if all notifications from the app are being dismissed and re-issued.
