Create the spanish translation of the website template

• Create the yaml file that will contain the spanish translation of the website template (under translations/)
• Handle in the template the choice between the 3 languages (today there is only 2 language so it is a switch flag, but we probably need to implement a dropdown list of a list of flag to choose)

I don't know if somebody can handle the translation. We can create a 'nice to have' milestone ?
