Bring js.foundation AWS account under the LFIT infrastructure #21

We have an umbrella organization for all things AWS. I'll discuss it internally whether this makes sense or not. I know we have k8s and training and cert and pretty much all other aws activity under that account, and this is the sole exception.

OTOH, its 15$ a month.. and maybe less, so perhaps thats more work than its worth.

Update: did discuss this with Rudy, and because the openjs aws account org has nested organizations under it (projects), we wont be able to migrate it until we've finished reconfiguring everything anyhow.

The benefits would be enterprise support for everything under the account, a discount (not that this is huge spend), as well as our fintech tools like ternary are able to assess it (also, not that important)
