In order to create bintray/jcenter (Maven artifact) repo, we need to create the 'osso-project' organization in Bintray. In order to do that, we need to grant "bintray" access to osso-project/osso in Github.
Procedure:
According to a page reached from: https://bintray.com/bintray/jcenter:
Go to Account settings page > Applications
From the list of available applications, choose the 'Bintray' application
Under 'Organization access', click 'Grant access' next to the organization you would like to import.

At this time since I am not an administrator of osso-project someone else needs to do this (@esammer @joey ?)

P.S. If you want to make me an admin, I am not opposed :)

Does it make sense to use both bintray and the OSSHR? I've always used sonatype for my projects.

I think it's good to support both, and there is a "publish to Maven Central" process from Bintray - or our "deploy" step could deploy to one or both.

In any case, since it usually takes a while to get stuff set up, I figured I'd ask for the free accounts, and then we can figure out how/if we want to use them.
