Spatial layers menu hidden by Waypoints menu #505

Omeka version 2.8 / Neatline version 2.6.4

When Waypoints widget is enabled, the Waypoints menu hides the enabled spatial layers menu.

Enabling the SIMILE Timeline widget fixes this, but we do not want to use SIMILE Timeline for all of our exhibits.
