new IEA input data creates negative entries in f04_IO_input/output files #346

This leads to negative capacities in initialcap2, crashing the model.
And it means energy is created out of thin air.

The first problem was temporarily overcome by just setting those values to 0 in this PR (remindmodel/remind#1172), but it would be good to check the data/the mappings to solve the underlying issue.

For FRA, coalgas, @0UmfHxcvx5J7JoaOhFSs5mncnisTJJ6q had the idea that it could be solved by adding the "statistical differences" field.

Might be worthwhile to check if this also happens with the newer industry/subsectors mappings.
