user-manager should not depend on pyKDE because of PDS.

I found the reason :)
https://github.com/pisilinux/PisiLinux/blob/master/desktop/pisilinux/user-manager/files/pds.patch
this patch causes user-manager needs python-kde.
e.g.
lines 535-536
replace QComboBox by KComboBox
