What changed (plus any additional context for devs)
Our runChecks function was preferring local campaigns over backups prompt so the user wouldn't see the backup prompt on fresh creation until the second launch (after notifications prompt). This fixes it by deferring the notifications prompt 15 seconds which gives backups prompt plenty of time to prompt and be active.
