License of winhttp package?

https://github.com/rapid7/go-get-proxied/blob/master/winhttp/winhttp.go seems to have a different license than the BSD license listed at the top of this repository.
Could you clarify the licensing of this file?

I am also interested in knowing how we should interpret the copyright notice. If the answer is that the code is internal and should not be used, that’s perfectly fine. Is there something we can do to get clarification regarding this issue?
