People are complaining the cursor moves too slow even at maximum mouse sensitivity. Let's increase the base speed.

It seems my initial logic was okay but the mouse sensitivity wasn't being properly applied. I put a PR for a fix upstream and it seems to resolved the issue on both my port and Windows with my local build.

I also just sped the base speed up by 1.5x.
