For case that we need to support not only 'sclorg' organization
let's add support for configuration files.

The yaml file could be:

github:
   namespace:
   projects:
   - []
   review_labels:
    - []
   merged_labels:
    - []
   receiver_emails:
   - []
   approvals: 2
   lifespan: // in days
