Ability to retain pcaps on the controller for future use

I have a standard set of pcaps I'd like to test rules against for false positives, regressions, etc.

instead of uploading the pcaps in a zip every time, I'd like to have the ability to, when submitted a job, opt to "retain the pcap". Then when submitting jobs in the feature (even teapot jobs) allow the retained pcaps to be used.

retained pcaps would ideally be available to all ids engines.
