Currently node.App.setupDBs sets up both local and state db. In effect smeshing service is also setting up state db what should not happen.

That has to be split into separate functions and only local db setup should be in the case of smeshing service.

That's a followup for #6625 extracted form one of review comments.

This has to be done before the final node-split introducing release.
