this is a placeholder issue that we eventually want that for:

robust network
network long term health
implement certifier web service post-rs#146

the prerequisites for this is:

robust poet Poet V2 #257 that dos-resistant and doesn't require sleepless nights
incentive scheme (either in protocol or off protocol
