Updates to citizenship factoid data model

@wsalesky I got slammed this week so I'm just getting to this relatively easy change to SPEAR.

Simply put, we are no longer using the <nationality> element but instead using <state type="citizenship">. These factoids will still start with <ab subtype="citizenship"> just like before.

I've updated all of the spreadsheets I made for TEI paths for HTML and for RDF.

The latest TEI files are in this branch: https://github.com/srophe/spear-data/tree/updatesFromSchemaWork_2023.05/. This branch includes these changes to citizenship factoids, some data cleaning, and some additional data from early this summer. Since we are using static HTML I didn't think that merging these into master would break anything but out of an abundance of caution I decided to wait until we were ready to regenerate the HTML to merge these changes into master. Feel free to merge these changes into master whenever it suits you.
