Mention artifact prefixes in "Using Fetches" documentation #635

The documentation here doesn't mention that an artifact prefix is added to fetches, based on:

taskgraph/src/taskgraph/util/taskcluster.py

Line 176 in 10a0dcd

def get_artifact_prefix(task):

This was confusing when my task using fetches failed with public/build prefixes added to all the artifacts.

I also wonder whether that default is appropriate (though I imagine changing it might break some existing things).
