Documenting `eventStart` and `eventEnd` for media based observation #397

Would it make sense to just add such a sentance

Date and time at which the event started/ended. Formatted as an ISO 8601 string with timezone designator (YYYY-MM-DDThh:mm:ssZ or YYYY-MM-DDThh:mm:ss±hh:mm). When observationLevel = media, use media.timestamp.

Or, is there another recommendation for such case?
