What is the major malfunction? Saving? Accessing? I be not presented with install-me or download. Is just a fancy online drawing thing. Well, not so fancy like GIMP and Krita. Those are splendid. Why not try those? Oh, right. You presented an example. Anyway, how I install it?

Chromium has build in functionality for installing PWA. An "install" icon appears on the right of the URL bar.
For firefox an extension is needed.

Excalidraw was only an example, there are a lot more: https://www.findpwa.com/

Apart from being installable, PWA have more features like Offline-capability
