Edits made during first pass

We are currently running our first pass through the node relocation steps. There are a number of things to think about with this.

• Line Work - Although the plan will be to associate line work with each link, the current pass through the data will only be the node movement
• New Nodes - In this process, we sometimes see the opportunity to add new nodes to the system. We could probably automate this step, and we see the opportunities this adds, but our plan is to not do this for the first pass, mostly because we'd have to choose a side for the bounds and costs, but also in a concern for speed of solving.
• Open Street Maps - We have noticed things missing from Open Street maps, and need to consider whether we take this opportunity to update that layer with missing water conveyance.
