linked with #304, use same patterns but i would like both of these to exist. shouldn't be too hard if one is made.

also obviously, should print them all before and have a confirm thing.

alternatively, this can just accept multiple user IDs & a message, ie !ban 402100892444262432,199492634438270977,639075808279003137,249963729242947584,111943010396229632,72107400466804736,458219829678047232,378163066153730048,422199626850893824 literally hitlers

looks like discord doesn't do any additional rate limiting for banning; appears to just be the global rate limit.
