Update version of Vac.dev site

Problem

We are updating Vac.dev positioning and want to do a style refresh.

Acceptance criteria

• Vac.dev updated site
• Content should remain the same
• -- alternatively be ported if we are changing metadata format (Jekyll/Hugo/theme differences eg)
• Reviewed by Vac members (code, content, etc)
• Deployed somewhere
• --may be done on separate test domain while we are doing QA to make sure it is better than current site (working in different browsers, twitter card previews, content, etc)
