Re-enable the test_rl_run scenario #472

We disabled the test_rl_run test for the integration run in this PR: #471

It takes a very long time to run this single scenario. I am assuming it is running some operation on GPU? because it requires the cuda tools.

Maybe We need to get a better server for it. We need to discuss it and re-enable it once we are sure everything is stable
