Description

Lit cake hat will set fire to wooden things the hat is placed upon, eg. tables. Flares and cigarettes and stuff where fire is touching the ground makes sense but candles and such where the fire is technically ABOVE the flammable thing seems too easy to start fires
Lighting candles on a birthday cake is not the same thing as deliberately setting fire to the table the cake is on

Steps to Reproduce

Light cake hat and place it on a table in the bar
The bar burns

What you Expected

Lit cake hat to not start a large fire

Large fire

how is this anything but a feature

hotspot_expose() has an arg which determines if things should set the turf, gases in the turf, or nothing on fire (mainly for things like candles). This should be the same as candles in that it only can ignite gases.
