Description

ok normally you can set the server.rules_file cvar to set rules but:

i have no fucking idea how to do it
it has to be a XML apparently? there's nothing referencing DefaultRuleset in Resources so i am confusion
we need real rules here

Reproduction

place this in Resources/ServerInfo/Guidebook/VGStation.xml

<Document>
  # /vg/station14 rules
  foo
</Document>

add this to server config (or do cvar server.rules_file "VGStation" idfk)

[server]
rules_file = "VGStation"

if it doesn't bug out (yes this is DefaultRuleset)

skill issue fixed its actually a prototype
we still need rules
